I usually go by The Torchwood Archives, which was written by Gary Russell and uses a lot of material from the show and the BBC Torchwood site. In it states about Ianto: "Mum alive, in Newport, dad passed away in 2002." This came out before CoE, and it has Ianto's sister as Rhiannon Evans, thus why I use Evans for her last name in my fic.
To be honest, I never gave it a second thought about Ianto's dad and his parents being separated when I listened to HotD. I'll admit I got one thing out of it (other than Jack telling Ianto "I love you" which was second) and that was Ianto does not necessarily have to be dead (after all the Rift does grab people).
Anyway, I just wanted to share the part from The Torchwood Archives.
I never bought into the Providence Park theory myself. Of course, I went way out there with Ianto's background. LOL!
